摘要(Abstract)：

芯片短缺正在全球汽车产业范围蔓延，阻碍全球汽车产业发展。我国汽车关键系统芯片进口率超90%,严重影响我国汽车产业链安全。通过梳理欧美日韩汽车芯片产业促进政策，总结了发达国家汽车芯片产业链发展历程、产业链发展框架和能力要素，包括税收、研究、设计、认证与测试、知识产权保护和投资要素，剖析我国汽车芯片产业面临的问题，提出了建立自主可控汽车芯片产业链的政策建议。
